POMS: Performance and Outcomes Monitoring System
POMS is a web based information management, quality assurance and outcomes monitoring system. At the core of this system is the Addiction Severity Index (ASI) use for assessing adults, and the Comprehensive Adolescent Severity Inventory (CASI) for assessing adolescents.
The POMS was designed for monitoring the operation and effectiveness of treatment services through the timely reporting of data regarding clients, service utilization, and provider organizations. The POMS design, data elements, data collection and reporting capabilities address some of the limitations cited in the literature regarding existing data collection systems, i.e., inability to report findings in a timely manner, lack of service utilization and provider organization data (Carise, McLellan, Gifford and Kleber, 1999).
The POMS is configured so that all clinical and administrative processes are integrated, including;
- ability to manage and monitor a voucher program,
- capability to accept and store screening and assessment data
- ability to use assessment data to provide quantified eligibility determinations for clients and providers,
- capability to issue vouchers for clinical treatment and recovery support services based on client data and established criteria,
- capability to provide a list of eligible providers for anyone to whom a voucher is issued,
- ability to implement established reimbursement rates and monitor costs per person served,
- capability to collect and report data at the individual and multiple aggregate levels to support quality improvement activities, use of data to substantiate the need for specific technical assistance and training activities as well as monitor and report on results of these activities, to promote the use of evidence-based practices and processes, and to support clinical decision-making regarding the selection of both LOC and recovery support services.
POMS Automated Reports (client-level & aggregate)
The POMS produces two types of reports, Client Level and Aggregate reports. Client level reports are summaries of an individual case, and are available in three formats – the ASI Item by Item Print-Out, and the ASI Narrative Report and the Treatment Care Plan Problem List. These are useful in treatment planning, creating a bio-psychosocial report of the client’s case.
Aggregate reports can summarize all cases within a time selected by the user, and are available from various perspectives (male compared to female clients, clients receiving welfare vs. those who are not, etc. Aggregate comparison reports are available by level of care, designed to compare your organization to other organizations providing the same level of care within a county, region, and/or on a statewide level.
A report is available on the Washington Circle Performance Indicators, e.g., number of clients assessed, number of clients who initiate treatment, number of clients who engage treatment, and the length of their retention in treatment for up to a six month period.
A service utilization report is also available to providers to compare and contrast the services being provided by their organization compared to other organizations providing the same level of care within a county, region and/or state. Report parameters can be set evaluate what services are being offered to clients when the initiate treatment, engage treatment, and every week they are in treatment up to a six month period.
These reports are typically used for tracking trends in a client population, performing program evaluation, and submitting responses to data requests, etc.
